The purpose of the CWDA eLibrary is to share best practice public outreach
materials, internal communication plans and event ideas increasing counties
ability to educate and inform the public and their clients about the
programs and services they provide. Counties are encouraged to replicate
these materials in order to broaden their outreach efforts and to make use of
existing materials that have been proven successful. Please feel free to
