Specialized Care Rate Program Contacts. This list identifies child welfare agency representatives who can assist other counties to ensure proper payment of any applicable specialized care rates for foster children placed into their counties.
Counties Participating in Relative Assessments and Courtesy Supervision. This document identifies county child welfare agencies in California that have agreed to reciprocate each other in providing courtesy supervision as well as courtesy home inspections for relative approvals. The list provides the county contact person for each of these services as well as any special instructions on how to request assistance.
Courtesy Home Inspection Referral Form. This form should be used when requesting a courtesy home inspection for relative/NREFM approval. Note for courtesy supervision there is no formalized referral format for requesting assistance with this. The counties ask that pertinent information as to demographics, child's special needs, assigned social worker and court information be provided when making a request.
Intercounty Agreement/Guidelines Form. This form outlines the roles and responsibilities of the sending and receiving county when assisting with the relative/NREFM approval process.

"TANF Reauthorization Sign-On Letter" (2003) A letter sent in May to Senate Finance members and the California Congressional Delegation urges Congress to maintain the features of current law that enable welfare-to-work participants to participate in vocational education programs and require them to participate in work and work activities for less than 40 hours per week. More than 400 businesses and organizations from throughout California are urging Congress to maintain vital flexibility in the program.

"Testimony of Dianne Edwards on the Bush Administration's Foster Care Funding Proposal" (2003) On June 11 , 2003, the House Ways and Means Human Resources Subcommittee Chair Wally Herger (R-CA) held a hearing on the Bush Administration's foster care flexible funding proposal. The proposal (which has not been finalized yet) would give states the option of receiving their Title IV-E funding in a capped amount over a five-year period. States would be able to use funds on preventative services for children and families, administrative activities, and training of child welfare staff, which is currently prohibited by federal law. The proposal would eliminate the AFDC "look back" rule states and counties are currently required to use for IV-E eligibility determinations. The proposal would also allow states access to the TANF contingency fund in emergency situations. Dianne Edwards, Director of Sonoma County, CA Human Services Department, and Vice President of the National Association of County Human Services Administrators, testified on the local perspective. While she remarked that states/counties need more flexibility with Title IV-E funding, she asserted the program should remain as an entitlement, with the federal government having a stake in the welfare of these children. She also talked about how states with county-administered child welfare systems should be included in the decision making process of whether a state would take such an option.

"California Counties Welfare Reform Redesign Proposal" (1997) In response to the passage of the federal Personal Responsibility and Work Opportunity Act" in August of 1996, CWDA and CSAC developed a position paper for the creation of state implementing welfare reform legislation.
