Penelope Clarke
Executive Liaison, Child Welfare Automation Projects


Penelope Clarke joined CWDA as the Executive Liaison for Child Welfare Systems (CWS) Automation in 2009 and works with the state, counties, and CWS automation projects to ensure that counties’ needs are represented in developing and maintaining systems that support the work of county human services staff.

Prior to joining CWDA, she served as the agency administrator for the Sacramento County Countywide Services Agency providing leadership to multiple departments including health and human services, department of human assistance, probation department, public defender, conflict criminal defenders, environmental management, weights and measures, agricultural commissioner and voter registration. Penelope holds a bachelor’s degree in Social Work and Corrections from California State University, Sacramento.
