Andrew Cheyne

Andrew joins CWDA as Director of Public Policy, bringing more than a decade of experience advancing policies that improve the lives of low-income families and strengthen California’s safety net. At CWDA, he leads the Association’s legislative unit and manages its state and federal contract lobbyists and public relations consultants.
Most recently, as Managing Director of Public Policy for GRACE and End Child Poverty California, Andrew worked closely with CWDA to enact major CalWORKs reforms that streamline the client and worker experience, preserve ongoing savings in the Single Allocation, and remove barriers to local program innovation. He also collaborated with CWDA to secure a $20 million set-aside for county administration tied to HR.1 implementation and emergency food assistance funding for humanitarian immigrant CalFresh recipients, while leading federal advocacy to protect vulnerable families from harmful provisions in HR.1.
Previously, Andrew served as SNAP Deputy Director for the Food Research & Action Center and as Director of Government Affairs for the California Association of Food Banks, where he helped expand CalFresh to SSI recipients, reverse recession-era SSI grant cuts, enact Healthy School Meals for All, and establish pandemic EBT. Throughout his career, Andrew has built broad coalitions, strengthened community capacity, and centered the voices of those with lived experience in shaping policy.
